ECW was building to a title situation involving Raven (the champion), but he did not appear for the show. Instead of canceling the angle, ECW booked a tag match: The Sandman and Tommy Dreamer vs. Stevie Richards and Brian Lee. Since Richards was Raven’s associate, ECW tied the ECW World Heavyweight Championship to the result, and when The Sandman pinned Richards, ECW treated it as a title change, putting the belt on Sandman.
